Sprott-Shaw College shutting down Maple Ridge campus

After more than five years at the corner of Lougheed Highway and 203rd Street, Sprott-Shaw College is closing the doors of its Maple Ridge campus.

The privately-owned college with more than 15 locations across B.C. is one of the only post-secondary options for residents of Maple Ridge and Pitt Meadows who want to study locally.

According to Sprott-Shaw College's website, the Maple Ridge Campus has "been around for a long time, but we're a well-kept secret."

Sprott-Shaw College did not return requests for interview, however staff at the Maple Ridge campus confirmed the school would be closing down as of Friday, Sept. 28.

With the closure of Sprott-Shaw College, the Maple Ridge-Pitt Meadows School District's private accredited post-secondary school, Ridge Meadows College, remains as one of the only local options for students studying past high school.

Douglas College previously operated a satellite campus based out of Thomas Haney secondary. However, its presence dwindled after the opening of the David Lam Campus in Coquitlam in the mid-1990s, eventually shutting close to 10 years ago.

Bruce Grady, district principal for Riverside Centre, which houses Ridge Meadows College, says the closure of Sprott-Shaw College opens new opportunities for Ridge Meadows College, the profits from which are used by the local school district to fund public education.

"With them leaving, we can look at offering courses," said Grady. "This may open up areas we've stayed away from in the past, because students were best served by Sprott-Shaw."

Ridge Meadows College offers certificate programs in early childhood education, dental reception, computer accounting, and office administration, as well as general interest courses.

Grady said prospective students should contact the college if there are programs they are interested in that aren't offered.

"If there's a program that people are interested in, we'll look at the demand and look at getting it ready for September," he said.

Grady said while there may be little in the way of local post-secondary options, elsewhere in the Fraser Valley there are many schools competing to attract local students.

"There's been tremendous post-secondary expansion in the Fraser Valley in the past decade," he notes.

University of the Fraser Valley, Kwantlen Polytechnic University, Trinity Western University, Simon Fraser University, and Douglas College each have campuses within 20 km of downtown Maple Ridge.

Sprott-Shaw College also has campuses in Abbotsford and Surrey.

Medicare fines over hospitals' readmitted patients

WASHINGTON (AP) ? If you or an elderly relative have been hospitalized recently and noticed extra attention when the time came to be discharged, there's more to it than good customer service.

As of Monday, Medicare will start fining hospitals that have too many patients readmitted within 30 days of discharge due to complications. The penalties are part of a broader push under President Barack Obama's health care law to improve quality while also trying to save taxpayers money.

About two-thirds of the hospitals serving Medicare patients, or some 2,200 facilities, will be hit with penalties averaging around $125,000 per facility this coming year, according to government estimates.

Data to assess the penalties have been collected and crunched, and Medicare has shared the results with individual hospitals. Medicare plans to post details online later in October, and people can look up how their community hospitals performed by using the agency's "Hospital Compare" website.

It adds up to a new way of doing business for hospitals, and they have scrambled to prepare for well over a year. They are working on ways to improve communication with rehabilitation centers and doctors who follow patients after they're released, as well as connecting individually with patients.

"There is a lot of activity at the hospital level to straighten out our internal processes," said Nancy Foster, vice president for quality and safety at the American Hospital Association. "We are also spreading our wings a little and reaching outside the hospital, to the extent that we can, to make sure patients are getting the ongoing treatment they need."

Still, industry officials say they have misgivings about being held liable for circumstances beyond their control. They also complain that facilities serving low-income people, including many major teaching hospitals, are much more likely to be fined, raising questions of fairness.

"Readmissions are partially within the control of the hospital and partially within the control of others," Foster said.

Consumer advocates say Medicare's nudge to hospitals is long overdue and not nearly stiff enough.

"It's modest, but it's a start," said Dr. John Santa, director of the Consumer Reports Health Ratings Center. "Should we be surprised that industry is objecting? You would expect them to object to anything that changes the status quo."

For the first year, the penalty is capped at 1 percent of a hospital's Medicare payments. The overwhelming majority of penalized facilities will pay less. Also, for now, hospitals are only being measured on three medical conditions: heart attacks, heart failure and pneumonia.

Under the health care law, the penalties gradually will rise until 3 percent of Medicare payments to hospitals are at risk. Medicare is considering holding hospitals accountable on four more measures: joint replacements, stenting, heart bypass and treatment of stroke.

If General Motors and Toyota issue warranties for their vehicles, hospitals should have some similar obligation when a patient gets a new knee or a stent to relieve a blocked artery, Santa contends. "People go to the hospital to get their problem solved, not to have to come back," he said.

Excessive rates of readmission are only part of the problem of high costs and uneven quality in the U.S. health care system. While some estimates put readmission rates as high as 20 percent, a congressional agency says the level of preventable readmissions is much lower. About 12 percent of Medicare beneficiaries who are hospitalized are later readmitted for a potentially preventable problem, said the Medicare Payment Advisory Commission, known as MedPAC.

Foster, the hospital association official, said medication mix-ups account for a big share of problems. Many Medicare beneficiaries are coping with multiple chronic conditions, and it's not unusual for their medication lists to be changed in the hospital. But their doctors outside sometimes don't get the word; other times, the patients themselves don't understand there's been a change.

Another issue is making sure patients go to their required follow-up appointments.

Medicare deputy administrator Jonathan Blum said he thinks hospitals have gotten the message.

"Clearly it's captured their attention," said Blum. "It's galvanized the hospital industry on ways to reduce unnecessary readmissions. It's forced more parts of the health care system to work together to ensure that patients have much smoother transitions."

MedPAC, the congressional advisory group, has produced research findings that back up the industry's assertion that hospitals serving the poor, including major teaching facilities, are more likely to face penalties. But for now, Blum said Medicare is not inclined to grade on the curve.

"We have really tried to address and study this issue," said Blum. "If you look at the data, there are hospitals that serve a low-income patient mix and do very well on these measures. It seems to us that hospitals that serve low-income people can control readmissions very well."

Under Obama's health care overhaul, Medicare is pursuing efforts to try to improve quality and lower costs. They include rewarding hospitals for quality results, and encouraging hospitals, nursing homes and medical practice groups to join in "accountable care organizations." Dozens of pilot programs are under way. The jury is still out on the results.

Russia says backing Syrian rebels deepens strife

UNITED NATIONS (AP) ? The Russian foreign minister lashed out Friday at countries that are backing opposition groups fighting the dictatorship of Syria's Bashar Assad, saying that was "pushing Syria even deeper into internecine strife."

Sergei Lavrov, the top Russian diplomat, told the U.N. General Assembly that the fighting in Syria, which has killed more than 30,000 people, must end through a comprehensive cease-fire, release of prisoners and humanitarian aid. He said Russia backs the efforts of special U.N. envoy Lakhdar Brahimi to end the fighting. He said the number of war crimes is growing both by the Assad regime and the opposition fighters.

"Russia resolutely condemns any violence, wherever it comes from, and is convinced that there is still an opportunity to undertake collective actions," he said. "Practical steps to overcome the crisis need to begin with a comprehensive ceasefire, release of prisoners and hostages and supply of additional humanitarian aid. This will create conditions to start an inter-Syrian dialogue."

Russia, Syria's primary backer, and China have blocked three attempts by Western governments to pass Security Council resolutions that would impose sanctions on the Assad regime.

Lavrov said that extremist organizations including Al-Qaeda have become more active in Syria, where they've launched terrorist attacks against civilians and public infrastructure.

Any sanctions imposed by the Security Council must not harm the populations of targeted countries, Lavrov said in a call for humanitarian limits on sanctions.

Lavrov also decried unilateral sanctions that bypass the Security Council, where Russia holds veto power.

"For many years, the trade and economic, and financial restrictions imposed by the United States against Cuba have remained an illustration of negative impact of unilateral sanctions," he said. "Russia, together with the overwhelming majority of members of the international community, calls for an earliest lift of this blockade, as a relic of the Cold War."

Lavrov condemned violence in the Muslim world sparked by an American-made anti-Islam film.

"We believe it is an obligation of all states to protect from provocations and blasphemy the religious feelings of people of any religious affiliation," he said. "At the same time, there can be no justification to the acts of terror, regardless of where they are committed - be it in Libya, Syria, Iraq, Yemen or anywhere else. Attacks against diplomats or UN personnel are absolutely unacceptable."

Study points to potential for improvement in the care, quality of life of epilepsy patients

ScienceDaily (Sep. 28, 2012) ? Routine screening for psychiatric, cognitive and social problems could enhance the quality of care and quality of life for children and adults with epilepsy, according to a study by UC Irvine neurologist Dr. Jack Lin and colleagues at the University of Wisconsin-Madison and Amedeo Avogadro University in Italy.

Physicians who treat those with epilepsy often focus on seizures, Lin said. However, patients show an increased prevalence of psychiatric issues (mood, anxiety or attention-deficit/hyperactivity disorders), cognitive disorders (in memory, language or problem solving) and social difficulties (involving employment or personal interactions). The relationship between epilepsy and these complications is complex and poorly understood. Lin said they may present greater problems for a patient if left untreated.

"Screening for psychiatric, cognitive and social comorbidities is essential not only in established cases but also with newly diagnosed epilepsy," Lin said. "By doing so, we can ensure that these issues are treated and that patients have a better quality of life."

He emphasized that screening should also be conducted prior to any new drug treatment.

Problems that occur in conjunction with childhood and adult epilepsy are referred to by doctors as comorbidities, meaning that they have a greater than coincidental chance of appearing alongside each other though there is not necessarily a causal relationship between them.

The study suggests a number of possible factors responsible for these comorbidities, including the characteristics of epilepsy and its medication protocol, underlying brain disorders, and epilepsy-related disruptions of normal neurodevelopment and aging.

While experts have begun to recognize the effects of psychiatric, cognitive and social comorbidities in epilepsy, Lin noted, gaps remain in the early detection, treatment and prevention of these issues.

A hybrid of Country House Rescue and Cash In The Attic, the BBC2 production made its debut on Wednesday 19th September, with John going to the aid of Morgan and Sara Kavanagh of Borris House, their family seat in Ireland?s County Carlow. Luckily, the Kavanaghs were also awarded an enhanced heritage grant, helping to make their visitor centre a reality.

Rowling not ruling out another Harry Potter book

LONDON (AP) ? J.K. Rowling plans to return to writing for young people ? and the author says she doesn't rule out another book set in Harry Potter's magical world.

Rowling became the world's most successful living writer with her seven novels about a boy who discovers that he is a wizard and is pitched into battle against the forces of evil.

Rowling's first book for adults, "The Casual Vacancy," is being published Thursday, five years after the release of the last volume in the Potter saga.

The 47-year-old author told the BBC that her next book would be "for slightly younger children than the Potter books."

And she said that while "where Harry's story is concerned, I'm done," she was considering a new story set in the same universe.

"I don't want to go mechanically back into that world and pick up a load of odds and ends and glue them together and say, 'Here we go, we can sell this,'" Rowling said in an interview broadcast Wednesday. "It would make a mockery of what those books were to me.

"But ... if I did have a great idea for something else, I probably would do it. I am very averse to the prequel-sequel idea. A sidestep could maybe ... well, we'll see."

Rowling also acknowledged that she wished she had had more time to work on a couple of the Potter novels ? she did not name them ? which had been written "on the run."

"And I read them, and I think 'Oh God, maybe I'll go back and do a director's cut,'" Rowling said. "I don't know."

"The Casual Vacancy" is the story of a local election that exposes deep rivalries and dark secrets in a seemingly picture-perfect English village. It's decidedly grown-up in theme and subject, touching on issues including drug addiction, poverty and self-harm.

Rowling ? who has spoken of her own financial struggles, anxiety and depression ? said she anticipated that some of her fans would not like the new book. But she is not worried.

"Harry Potter truly liberated me in the sense that there's only one reason to write, for me ? if I genuinely have something I want to say," she said.

Childhood cancer fundraiser to help families | Online Athens

Shelley Campbell lost her 5-month-old son Bobby following a battle with Juvenile Myelomonocytic Leukemia in 2008. Four years later, she?s still paying hospital bills.

?At five months, we maxed out our insurance at $5 million,? said Campbell.

After Bobby?s death, the insurance company and the hospital agreed to settle on a $1.5 million payment. Still, Campbell is responsible for paying a percentage of that cost.

?I don?t understand how parents that have children who go through treatment for years can pay for it,? said Campbell.

Even with insurance, a bout with cancer quickly adds up.

In Bobby?s case, his rare diagnosis and limited treatment options meant pricey hospital premiums, long-distance and lengthy hospital stays, and time spent away from home and work.

A few weeks into Bobby?s treatment, the Campbells found themselves searching for sources of additional financial aid. Finally, their social worker put them in touch with a local chapter of the Leukemia and Lymphoma Society (LLS).

?They were the only other foundation that actually helped us,? said Campbell, a Monroe resident who received reimbursement from LLS for gas, meals and mileage during Bobby?s treatment.

That?s one of the reasons why the Campbells are dedicated supporters of the LLS?s annual Light the Night Walk.

One of the Leukemia and Lymphoma Society?s largest fundraisers, the Light the Night Walk is an evening event that includes a remembrance ceremony, program and walk to raise awareness of various forms of blood cancers ? leukemia, lymphoma, Hodgkin?s disease and myeloma.

The Centers for Disease Control and Prevention reports that more than 100,000 cases of blood cancers are diagnosed each year in the United States, and more than 50,000 deaths are a result of these cancers. In children, leukemia is the most common and leading cause of cancer fatalities.

Through its various fundraising programs, the LLS has been able to bankroll cutting-edge research that has produced results. According to the LLS, the survival rate for many blood cancer patients in North America has doubled, tripled or even quadrupled since the 1960s.

In addition to advancing cancer research, the LLS aims to help increase the quality of life for patients and their families by providing such services as co-pay assistance, financial aid and peer-to-peer programs that provide patient support.

In Georgia, more than $1.2 million was disbursed to patients for co-pay assistance in 2011. Today, more than 280 people in Athens and surrounding counties receive patient support from LLS.

Most of this would not be possible without the support of fundraisers like the Light the Night Walk.

?In this economy, it?s hard to raise money for foundations,? said Campbell, who now collects donations to give back to the LLS from as far away as Southern California.

Since finding out about the Light the Night Walk in Athens from another cancer mother on Facebook, the Campbells have participated every year. In addition to helping raise funds, Campbell has been able to use the walk to connect with other cancer mothers who can relate to her rare experience with juvenile cancer.

?Talking about a baby who has cancer is a little bit taboo,? said Campbell, noting that participating in the walk and remembrance ceremony has been surprisingly effective in helping her family deal with their grief.

?It?s good to know that you?re not alone,? said Campbell.

Last year, 17,000 walkers helped LLS raise more than $2.1 million through Light the Night Walks across the nation. In Athens, last year?s walk raised $250,000.

Q: [Interviewer] I?m quoting you now: ?An early start in formal institutionalized schooling deprives children of the free exploration so crucial to the development of genius.? Could you elaborate on that and give specific ways in which institutionalized learning may penalize or stifle genius?

A: [Raymond S. Moore] Harold McCurdy, a distinguished psychologist from the University of North Carolina and a leading student of genius, says that genius is derived from the experience of children being most of the time with adults and very little with their peers. So when you start assembling children in very large numbers for long periods of time, you are on the wrong course for producing strong character and intellect. The more children around your child, the fewer meaningful human contacts he will have.Let me give you another example, the matter of adult responses. John Goodlad, Graduate Dean of Education at UCLA, came out with an article in the Phi Delta Kappan in March, 1983. He did a comparison of over a thousand schools and found that the average amount of time spent in person-to-person responses between teachers and students amounted to seven minutes a day.It doesn?t take much to see that if your child is one of 20, 25, 30 or maybe more youngsters in a classroom and the teacher is giving only seven minutes a day in responses, that your child is lucky if he gets spoken to once a day. If he is an aggressive or misbehaving child, he might get more attention. But when a child is home with his mother, he may get one, two, three hundred answers to his questions and ideas a day. So you can see right there where we are in terms of the sheer potential there is for the stimulation of intellect in a home.

We caught wind of an upcoming video offering from Barnes & Noble a couple of weeks back, as part of a tip on new tablet offerings from the company. And while we've yet to hear anything official on the latter, this morning the bookstore pulled back the curtain on Nook Video, a new service boasting support from heavy hitters like HBO, Sony, Warner Brothers, Viacom and Disney. The fruits of those partnerships include standard and high-def movies and TV shows like The Avengers, Brave, The Amazing Spider-man, Breaking Bad, The Daily Show and Game of Thrones, which can be watched on Nooks, and non-Barnes & Noble tablets and smartphones, courtesy of a forthcoming free app from the retailer, letting you pick up where you left off on different devices.

The offering can also be linked to UltraViolet purchases, making it possible to add titles purchased with that feature logo to the Nook Cloud offering. Nook Video will be arriving in the US this fall, followed by a "holiday" release in the UK.
